Michael Byalsky received his Applied Math M.Sc. from Saratov University and his Ph.D. in Mathematical Economics and Computer Science from Tashkent Cybernetics Institute. He worked as Senior Researcher and the Optimization Tasks Group Head at Tashkent Scientific-Research Economics Institute. He served also as a member of the Advisory Group of the Uzbekistan Government on Transformation of the Centralized Economy into a Market Economy. Since 1990, he has worked at the Tel-Aviv, Bar-Ilan, and the Hebrew Universities as a Researcher and a Lecturer, and at the CBS as the Census Scientific Programming Crew Head. He published more than 60 academic works in fields of Mathematical Modeling in Engineering and Economics, Operations Research, Analysis and Solving of the Optimization Tasks, Statistical Analysis and the Patterns Recognition Methods, Games Theory, Stability and Viability of Firms, Club and Agency Theory, High Education, Econometrics Processing for High-dimensional Data Sets, Environment Protection Problems, Renewable Energy Estimation, Wind Turbines Assessment, Shadow Science and Self-Organization.
